JOB SUMMARY: USAID Kuza works in Northern Kenya to improve the enabling environment for economic opportunities, expand county-level capacity to build resilience, accelerate public-private investment, and integrate monitoring, evaluation and learning to foster self-reliance and reduce the need for humanitarian assistance.
The Activity has the following objectives:
- Facilitate an enabling environment for expanded economic opportunities in areas of recurring crisis for women, youth, and marginalized groups.
- Strengthen county-level institutional and governance capacity of county government and non-governmental organizations. This effort facilitates capacity strengthening to counties on budgeting, public financial management and planning processes.
- Develop private sector partnerships to expand investment, including the development of the Impact for Northern Kenya Fund (“The Fund”) aimed at increasing financial access to micro, small and medium enterprises (MSMEs) in the FCDC Counties.
- Advance progress and accelerate outcomes by integrating monitoring and evaluation with shared learning.
The MEL Consultant will develop an overall strategy to coordinate and implement the Activity’s Monitoring, Evaluation and Learning (MEL) strategy in conjunction with the Chief of Party, MEL Manager and Objective Leads.
The Candidate will also be responsible for guiding the overall design and implementation of the MEL capacity development efforts with target county government officials.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Project monitoring and evaluation
- Oversee the development, revision, and or implementation of USAID Kuza MEL Plan.
- Establish M&E systems and data collection efforts in collaboration with key stakeholders to ensure a process of evidence-based learning that improves understanding while strengthening local capacity, institutional development, and sustainability of activities.
- Develop USAID Kuza’s strategy and framework for Collaborating, Learning, and Adapting (CLA) in collaboration with the COP and Objective leads.
- Develop an implementation plan to make CLA systematic and intentional throughout the Activity. Identify the necessary resources and coordinate with USAID Kuza leadership to implement.
- With USAID Kuza staff, lead efforts to develop a strategy and implementation plan for incorporating:
- Short term learning loops,
- Routine monitoring of program activities,
- The longitudinal baseline analysis as outlined in the program design document,
- An end line survey,
- Special learning studies or reports as determined necessary by program progress,
- A capacity development plan to support counties on the development of M&E systems to advance progress and accelerate outcomes.
- Ensure impact on gender and resource utilization are tracked, monitored, analyzed and reported via the USAID Kuza M&E system; disaggregate all baseline and monitoring data by sex (and any other level of disaggregation as outlined in the indicator reference sheets) in data collection forms, databases and data collection processes.
- Design data collection methodologies, ensure data quality, and analyze data using PowerBI on USAID Kuza LEAP Page. Collaborate with Leader Award MEL team to select USAID Kuza performance indicators, document PIRS and to synthesize and analyze M&E data.
- Facilitate capacity building of staff on M&E systems, data collection and understanding of indicators including strengthening the MEL capacity of our partners, particularly of local sub-grantee partners, to obtain high-quality data and facilitate learning.
- Work with Leader MEL Director to write project performance reports by proving analytical data in line with project performance indicators.
- Contribute to the writing of the project quarterly report including submission of progress against targets.
- Review project and other partners’ reports by extracting and synthesizing performance data and use the same to undertake further analysis.
- Guide the process for identifying key learning questions and parameters for monitoring project performance and comparing with targets and spearhead the overall project learning agenda through quarterly reviews, reflection, and planning sessions.
- Facilitate the project team to document lessons learned through case studies and other methods such as most significant change.
- Provide leadership in sharing lessons learned through workshops, seminars and other forums.
- Promote best practices as well as contribute to regional (Nairobi) and headquarters (Washington) efforts to build effective learning systems as well as contribute to knowledge transfer during communities of practice.
Coordination and compliance
- Liaise and coordinate with USAID Kuza staff, including ACDI/VOCA staff based in the regional office and home office in Washington DC.
- Coordinate with other stakeholders and organizations working in ACDI/VOCA’s implementation area, to share data management tools, project activity data and lessons learned, as well as to maximize cost effectiveness of data collection, ensure use of existing information and avoid duplication of results tracking.
- Represent ACDI/VOCA on external M&E-related working groups at USAID, other PREG partners, task forces, conferences, publications and panels.
- Ensure compliance with USAID policies and procedures, as well as ACDI/VOCA’s corporate M&E policy and procedures.
The MEL Consultant will carry out other roles and responsibilities in accordance with ACDI/VOCA policy and the applicable laws of Kenya.
- Master’s degree in social sciences, environmental science, development, or any related field, and with relevant training in monitoring and evaluation.
- Five years’ experience in monitoring and evaluation in complex organizational set-ups, preferably working with USAID is strongly preferred.
- Experience working in arid and semi-arid environments as well as working with pastoral communities.
- Demonstrated experience in designing surveys, data collection; statistical analysis; and reporting; including experience with computer-based statistical packages and databases (e.g. R, SQL, PowerBI, ACCESS, EXCEL, SPSS, Stata).”
- Excellent communication skills, especially writing skills.
- Fluency in English is required.
- This position reports to the USAID Kuza COP.
LENGTH of ASSIGNMENT
This is a short-term consultancy assignment expected to last 3-6 months (on/about June/July 2021– November/December 2021) depending on project needs.
